Information regarding work-related development of proficiency in the German language in accordance with Section 45a of the Residence Act
If you live in Germany as a foreign citizen or if you are a citizen of the EU or if you are a German citizen with a migrant background but do not have the German language skills required to be integrated into the labour market, you have the option of participating in the work-related development of proficiency in the German language.
What is work-related development of proficiency in the German language?
In these language courses, German is taught with regard to professions.
As of June 2017, the VHS Esslingen offers the basic modules B1-B2 and B2-C1. These modules each consist of 300 45-minute lessons. In addition to grammar, you primarily learn the vocabulary you need for your profession, to communicate with your colleagues and superiors and make contact with customers.
Based on a test, the course provider determines which language module is appropriate for you before the module begins.
How can I participate in a basic module?
There are two options:
Option 1: Obligation/eligibility through employment agencies or job centres
You are authorised by the responsible Employment Agency (AA) /or Job Centre (JC) to participate in work-related development of proficiency in the German language if you are
- registered as seeking vocational training.
- registered as seeking employment.
- registered as being unemployed.
- currently participating in further educational or training activities with the Employment Agency/Job Centre.
This is either carried out in the form of eligibility or in the form of an obligation. You can then sign up at a course provider of your choice.
Option 2: Eligibility granted by the Federal Office for Migration and Refugees
You can submit an application to be granted eligibility at the Federal Office for Migration and Refugees if you are not registered as seeking vocational training, employment or being unemployed and
- are currently completing vocational training.
- require supporting work-related development of proficiency in the German language in association with the recognition of your vocational qualification attained abroad or
- for the successful completion of vocational training.
- must achieve a specific language level to be issued an occupation permit.
If you are granted eligibility by the Federal Office, you will receive written confirmation (eligibility). You can then sign up at a course provider of your choice with this eligibility. Your eligibility to participate in work-related development of proficiency in the German language is valid for a maximum of 3 months.
It is imperative that you bring along the original eligibility certificate or the obligation when signing up. You cannot sign up without these documents. We will directly inform you of the expected start date of the module when you sign up.
The module should not begin any later than 4 weeks after you sign up. If a module for workrelated proficiency in the German language does not come about within this time period, you will be offered other course providers. In this case, we will return the original eligibility certificate to you. You must submit this eligibility certificate to the new course provider.
Is there a final exam?
All modules offered at the VHS Esslingen are concluded with a language examination, the socalled certification exam. If you do not pass the certification exam, you have the opportunity of taking the test again, one more time. Taking the certification exam (including one-time retesting) is free of charge.
Can I repeat a module?
If you are not able to verify sufficient proficiency in the German language in the final exam, you can repeat the attended language module one more time if passing the final exam cannot be expected without repeatedly participating in the module. A new eligibility certificate must be issued by JC/AA/BAMF (Job Centre, Employment Agency, Federal Office for Migration and Refugees), to participate in a module one more time.
